Shut down your browser, consequently run the Flash Uninstaller. Go to Add/Remove programs and uninstall Java.

Reboot, then jump to www.java.com to install the latest Java runtime and www.adobe.com to install the up-to-the-minute flash player.

Reboot, If you still keep getting the message, budge to Control Panel > Internet Options, Advanced tab, and click on Restore advanced defaults, then restart your browser.

Could be as simple as your PopUp stopper not letting the installation pane open. Disable it and try again.
